This is a standard functionality that if any requestor or the defined agent change the SC the process gets restarted
If however you would want to change / modify the behavior you need to code in
(/SAPSRM/BD_WF_PROCESS_RESTART) BADI .
Make the parameter EV_restart as ABAP_TRUE
