Deleting SC - Header Status and Item deletion indicator

Hi Forum,

If a shopping in 'Awaiting Approval' status is deleted at Header level:

1. SC Header Status changes to I1040          Deleted

2. Item level indicator DEL_IND is NOT set it is still space

If a shopping in 'Awaiting Approval' status is deleted at Item level(having only one item):

1. SC Header status changes to 'Approved'

2. Item level deletion indicator DEL_IND is SET.

Is this the standard behavior? 

Shouldn't deleting SC at header set the item deletion indicator for all items? and if a SC with one item is deleted at item level shouldn't the header status change to deleted?

Any pointers?
